My vote is for Zecco.com.  I have had an account there for 3 months so far.  Transaction cost = $0.00 for 40 trades / month (max 10 /day).  After that $3.50 / trade.  Option trades are also $3.50. 

Limitations:

- Can only trade full ADRs (e.g., SNE).  Can not trade 5 character symbols that end in "F" and I think that there is some limitation on 5 character symbols that end in "Y".
